The Johannesburg Metropolitan Police Department has launched a tougher new enforcement strategy aimed at removing unsafe public transport vehicles from Johannesburg’s roads.
In what officials describe as a major shift in road safety enforcement, the department says operators of unroadworthy taxis will now be required to repair critical vehicle defects immediately on-site before being allowed to continue operating.
The move marks a departure from the traditional system of simply issuing fines or impounding vehicles after inspections.
New “Fix It Immediately” Approach
The new enforcement model was demonstrated during an operation conducted on 20 May 2026, when JMPD officers intercepted a white Toyota minibus taxi carrying passengers after observing a traffic violation.
According to the department, officers discovered the vehicle was operating with a completely faulty handbrake — a serious safety risk for a passenger transport vehicle.
Passengers were safely removed from the taxi and transferred to another vehicle before officers ordered the driver to source replacement parts and call a mechanic to the scene.
Under JMPD supervision, the vehicle’s:
- rear drum brakes
- brake shoes
- wheel hub assembly
were dismantled and repaired roadside before the taxi was cleared to continue operating.
The driver was also required to settle an outstanding traffic infringement fine of R250.
“We Are Shifting the Paradigm”
JMPD Chief of Police Patrick Jaca described the operation as a turning point for public transport law enforcement in South Africa.
“For too long, enforcement has been treated as a paper exercise or transactional issue,” Jaca said.
“Commuters place their lives in the hands of operators daily. Simply writing a ticket allows dangerous vehicles to continue operating on our roads.”
Jaca said the department intends to expand the model across Johannesburg.
“If your public transport vehicle is found with a safety defect that can be repaired, you will stop immediately. You will fix it there and then, or the vehicle will not move,” he said.
However, he stressed that severely dangerous vehicles would still be impounded.
“If a vehicle presents an immediate structural threat to public safety, we will remove it from the road completely.”
Growing Pressure on Taxi Safety
The crackdown comes amid growing concerns around road safety and the condition of some public transport vehicles operating in South Africa’s major cities.
Minibus taxis remain one of the country’s primary modes of transport, carrying millions of commuters daily. However, concerns about mechanical defects, reckless driving, and poor vehicle maintenance continue to raise alarm among road safety advocates.
The JMPD says the new approach is designed to reduce risks for:
- commuters
- pedestrians
- other motorists
while also forcing operators to prioritise vehicle maintenance.
Enforcement Set to Intensify
The department has warned taxi associations, owners, and drivers that the roadside repair model will be intensified across all regions of Johannesburg.
Officials say the initiative forms part of a broader strategy to improve commuter safety and strengthen compliance with roadworthiness standards.
The JMPD insists that all legal measures available will continue to be used against operators who fail to comply.
A New Era of Road Safety?
The operation has already sparked debate among motorists and commuters online, with some praising the department for taking immediate action rather than relying solely on fines.
Others argue that broader reforms are still needed to improve public transport safety nationwide.
For now, however, Johannesburg’s law enforcement authorities appear determined to send a strong message: unsafe taxis will no longer be tolerated on the city’s roads.
